Download speeds

hello,i have high speed internet cable and my download speeds are from 13kb/sec to 25kb/sec,why is this?

The speed problems were caused by Comcast, and as a result we would urge you to consider changing ISPs as there may be slow connections to other websites across the internet if you are using Comcast.
